Abstract

This paper analyzes how increasing institutional complexity in local public action is transforming the capabilities and profiles of municipal public employment in Spain. In a context marked by intensified territorial interdependencies, multilevel coordination, and the integration of sectoral policies, local governments face new organizational and functional demands. The study focuses on the implementation of Local Action Plans within the framework of the Spanish Urban Agenda, understood as instruments that test the institutional capacity of municipalities. Drawing on an analytical approach that links governance, institutional capacity, and public employment, the paper examines three key dimensions: institutional changes associated with complex policies, structural constraints shaping local action, and coordination patterns among public and private actors. The findings reveal a shift toward more specialized professional profiles, with higher technical requirements and an increasing emphasis on strategic, analytical, and relational functions. The study also highlights the need to strengthen competencies in planning, information management, interinstitutional coordination, and the oversight of outsourced services. The paper concludes by emphasizing the importance of adapting training and professionalization systems for local public employment to these new contexts, underlining their central role in sustaining the institutional capacity of municipal governments.
