Abstract

With the entering into force of the Treaty of Lisbon, both EU institutions and the Member States should take fully into account the requirements with regard to the welfare of animals. Previously, the EU had already legislated in this field within the framework of other EU policies, turning, in certain cases, to restrictions on the import of goods coming from outside the as is the case of the Regulation on trade in seal products object of our study. Said performance does not obey to conservationist reasons but to ethical questions, which makes it even more difficult to comply with WTO regulations and more concretely with the GATT regulations.
